The loading times of the images are almost (if not) the same, but the lager of the images may take slightly longer to load (if your device of internet is slow). The image quality goes up as you make it bigger and goes down as you make it smaller. Anything bigger the 100% is going to be too big, but if the image smaller than 100% it should be fine for almost any device. The down side is the the image quality goes down as it gets smaller.
As the the image gets smaler the file size also gets smaller. But when the image is increased the file size gets bigger also.
